What is the European Global Gateway strategy?

Launched in late 2021 under the French Presidency of the European Union (EU), the Global Gateway strategy is a European Commission initiative that contributes to the development of emerging market and developing countries which are EU partners, in particular in the fields of digital technology, energy and the environment, supported by the private sector.

A financing tool for the digital, energy and ecological transitions

This European strategy aims to accelerate the digital, energy and ecological transitions in emerging markets and developing countries. The EU aims to raise €300 billion through this strategy by 2027 to support the financing of high-quality, sustainable infrastructures, which comply with social and environmental standards.

As announced during the EU-African Union Summit in February 2022, Africa will benefit from half of the financing committed, or €150 billion. The strategy also focuses on the Western Balkans and Ukraine, as well as Asia, Latin America and the Caribbean.

This strategy focuses on 5 priority sectors:

  • Digital technology (access to digital infrastructures, a protective regulatory framework, skill building);
  • Climate and energy (renewables and the management of critical minerals, sustainable agri-food systems, water and sanitation, waste management and the preservation of ecosystems);
  • Transport (rail, road, port and airport networks, logistical centres and multimodal platforms, regulatory convergence and agreements);
  • Healthcare (security of pharmaceutical supply chains and development of local production capacities);
  • Education and research (access to quality education and vocational training, creation of academic and research networks).

Involving the private sector: the driving force of the Global Gateway strategy

The European private sector plays a key role in rendering this strategy operational in the field, through the identification, co-financing and conduct of tangible projects.

A seminar will be held to rally the French private sector around this ambition on 23 March 2023 at the Ministry for Europe and Foreign Affairs, under the auspices of Olivier Becht, Minister Delegate for Foreign Trade, Economic Attractiveness and French Nationals Abroad, and Chrysoula Zacharapoulou, Minister of State for Development, Francophonie and International Partnerships. Hundreds of French businesses will be given a presentation of the opportunities offered by the Global Gateway strategy.

The stakeholders of the Global Gateway strategy

Global Gateway brings together the European Commission, the EU Member States and their development agencies (including the Agence française de développement) and the main European donors, such as the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD) and the other European development finance institutions (EDFI).
