Appointment of State Secretaries at the Federal Ministry of the Interior, Building and Community

Federal Minister Seehofer has successfully set the course for the ministry’s executive level and decided that State Secretary Hans-Georg Engelke and State Secretary Klaus Vitt will continue to work in their capacities. Furthermore, State Secretary Gunther Adler from the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety will move to the Federal Ministry of the Interior and continue his responsibilities in the field of building.

The minister intends to fill the two remaining posts of state secretary posts with Director-General Dr Helmut Teichmann and Dr Markus Kerber (community). The exact division of responsibilities between Mr Teichmann and Mr Engelke will be decided in the course of next week.

Commenting on these decisions, Federal Minister Seehofer explained: “I am glad that it has been possible to find highly qualified people so quickly for the great challenges ahead of us. In addition to our experienced State Secretaries, Hans-Georg Engelke, Klaus Vitt and Gunther Adler, we have been able to recruit Dr Kerber and Dr Teichmann as outstanding experts. Both are very experienced and have an enormous potential to shape policies. The executive level of the ministry is now complete. We will now start with great energy!”

Hans-Georg Engelke

Hans-Georg Engelke, born in 1964, has been State Secretary at the Federal Ministry of the Interior since 2015. In this capacity he has been responsible for the directorates-general and areas dealing with public and administrative law, social cohesion, sport and the public service as well as the Directorate-General for Central Tasks. Before that, Mr Engelke held leading positions both at the Federal Ministry of the Interior and the Federal Office for the Protection of the Constitution. Before joining the Federal Ministry of the Interior in 1999 he worked as a public prosecutor in Berlin.

Klaus Vitt

Klaus Vitt, born in 1952, has been State Secretary at the Federal Ministry of the Interior and Federal Government Commissioner for Information Technology since October 2015. Before that, Mr Vitt was Chief Representative for information technology and process management at the Federal Employment Agency and held other leading positions at the Federal Employment Agency, Deutsche Telekom AG and Bertelsmann AG. Mr Vitt studied communications engineering at the University of Applied Sciences of Deutsche Bundespost and received a university degree in mathematics/computer science.

Gunther Adler

Gunther Adler, born in 1963, was appointed State Secretary at the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety in 2014. In this capacity he was responsible for the areas of urban development, housing and public building law, building, the construction industry and federal buildings. The new Federal Government has assigned the responsibility for these areas to the Federal Ministry of the Interior, Building and Community. Before that Mr Adler worked in various positions at federal and state levels. He studied medicine and political science.

Dr Markus Kerber

Dr Markus Kerber, born in 1963, was Director-General for General Policy Issues and International Affairs at the Federal Ministry of the Interior from 2006 to 2009. During this time he was also involved in devising and chairing the German Islam Conference. From 2009 to 2011 Dr Kerber was Director-General for Fiscal and Economic Policy Issues at the Federal Ministry of Finance. From 2011 to 2017 Dr Kerber was CEO of the Federation of German Industries (BDI). Dr Kerber studied economics.

Dr Helmut Teichmann

Dr Helmut Teichmann, born in 1959, was appointed Head of the Directorate-General for Federal Police Matters at the Federal Ministry of the Interior in 2014. Before that he held various leading positions at executive level both at the Federal Ministry of the Interior and the Federal Ministry of Defence. Before studying law Dr Teichmann was a police officer. In 1991 he was recruited by the Federal Ministry of the Interior.
