Joint Communique Issued by the Ministry for Europe and Foreign Affairs and the Ministry of the Economy, Finance and Industrial and Digital Sovereignty (5 December 2023)

France is fully committed alongside its partners to hindering the efforts of Hamas, designated a terrorist group by the European Union.

In this context, France is working to dry up the group’s sources of funding. The national freeze adopted on 30 November 2023 against Yahya Sinwar, Hamas’s leader in Gaza and one of those behind the barbaric attacks against Israel on 7 October 2023, also prohibits any individuals or legal entities from making economic resources available to him. Although Yahya Sinwar has no assets in France, this national designation is a necessary prerequisite for the adoption of an anti-terrorism freeze measure at European level.

France is also working to strengthen European sanctions against Hamas members.
