The Netherlands and Ukraine sign Memorandum of Understanding for protecting critical infrastructure

Ukraine and the Netherlands signed a Memorandum of Understanding (MoU) on the protection of critical infrastructure today. Minister of Justice and Security Van Weel attended the signing in Kyiv by the National Coordinator for Counterterrorism and Security (NCTV) and Ukraine’s State Service of Special Communications and Information Protection.

This MoU further details and strengthens the structural cooperation on critical infrastructure protection. Agreements were made on sharing knowledge and experience, for example with regard to threat detection methodologies, risk assessments and resilience strategies. By sharing knowledge and experience, both countries can optimise the protection of critical infrastructures. The Netherlands will also support legislative development in line with the EU directives that apply in this regard. This MoU is a concrete elaboration of the Security Cooperation Agreement signed between the Netherlands and Ukraine in March 2024.

Minister Van Weel:

“Critical infrastructure means power plants and drinking water supplies, for instance. Ukraine has been experiencing attacks on their critical infrastructure for years, and the Netherlands has also experienced hybrid threats. As a major import and transit country, the Netherlands has a great deal of knowledge and experience in protecting critical infrastructure. We can support Ukraine in this, but the reverse is equally true. There is currently no country we can learn more from than Ukraine. Critical infrastructures are implemented in duplicate, or even more times, so that alternatives are always available in case of a facility failure. And Ukraine has its primary facilities well in place, through building up and maintaining supplies and the ability to recover quickly. Due in part to this, the country has great endurance, something we can learn a lot from in the Netherlands.”

Minister Van Weel also visited a power plant and the Cyber Security Centre in Kyiv in the context of resilience.
