Extension of the Temporary Protection Directive until 4 March 2027 for refugees from Ukraine and Recommendations for an exit-strategy

The Russian invasion of Ukraine is not over yet. That is why the European Commission submitted a proposal to extend the Temporary Protection Directive (TPD) by one year. The JHA Council (Council of Justice and Home Affairs ministers) reached political agreement on this prolongation on 13th of June 2025. Formal decision-making in the Council of the European Union is expected on the 15th of July. Then temporarily displaced persons from Ukraine will be able to stay in EU Member States until 4 March 2027.

In addition, on 4 June 2025 the European Commission has submitted a proposal for Council Recommendations for the transition out of the temporary protection. A common approach and European coordination are key for an effective approach and to mitigate secondary migration flows. The Netherlands welcome the conversations regarding the development of EU-coordinated strategies, particularly this proposal. The council of the European Union is expected to adopt these recommendations this (or after the) summer.

When millions of people from Ukraine fled the war with Russia, the Council of the European Union activated the TPD on 4 March 2022. This gives temporarily displaced persons from Ukraine a temporary right to shelter, medical care and education in all EU Member States, including the Netherlands. It also provides in the opportunity to work.
