Increase in personal contribution as of 1 October 2025

Refugees from Ukraine who are earning an income will start paying a higher amount towards the cost of the support they receive as from 1 October 2025. The amount in question relates to a personal contribution to operating costs of €244.22 per month per person (aged 18 or over). The change reduces the differences compared to other groups in our society, such as those on minimum income or asylum seekers and represents another step towards normalising the situation of refugees from Ukraine in the Netherlands. The personal contribution to catering of €252.18 per person (aged 18 or over) will be continued in its current form. The maximum personal contribution for a family (with two adults) at a location at which catering is provided is now €992.80 per month.

This increase also introduces a 115% norm. In order to reduce large income differences between refugees from Ukraine who earn more and less than the 115% norm of the withdrawn living allowance plus the personal contribution, municipalities can also partially withdraw the living allowance and collect the personal contribution from refugees earning below this norm. If a refugee earns more than the 115% norm, the living allowance must be withdrawn in full and the personal contribution must then also be paid in full. Municipalities continue to have discretion to waive the personal contribution if levying it would lead to a disproportionate disadvantage.

The Security and Justice and Asylum and Migration (Miscellaneous Provisions) Act 2025 (Verzamelwet Justitie en Veiligheid en Asiel en Migratie 2025), which sets out the legal basis for accessing details of Ukrainian refugees’ net income, came into effect on 1 July 2025. This means that, since 1 July 2025, municipalities have been able to gain insight into net wages, in addition to wages which are subject to tax and social insurance contributions.
